**SUMMARY**

Improve the vm deployment form when deploying a Vapp template

Steps to reproduce the issue

1. Register a vapp template > select Read Vm Settings from OVA

2. Make sure there are no available networks

3. Deploy a vm from the selected vapp template

4. Currently, if there are no available networks, End user cannot create a network from the vm deployment form ,

5. The vm deployment fails and the following exception is given

按照 issue 中的步驟和截圖，在沒有可用網路的情況下重現已註冊 VApp template 的 VM 部署流程。首先檢查 VM 部署表單及其 VApp-template 路徑；完成的標準應是最終使用者可以從表單建立網路，並在不出現所回報失敗的情況下部署 VM。
