**SUMMARY**

Improve the vm deployment form when deploying a Vapp template

Steps to reproduce the issue

1. Register a vapp template > select Read Vm Settings from OVA

2. Make sure there are no available networks

3. Deploy a vm from the selected vapp template

4. Currently, if there are no available networks, End user cannot create a network from the vm deployment form ,

5. The vm deployment fails and the following exception is given

按照 issue 中的步骤和截图，在没有可用网络的情况下复现已注册 VApp template 的 VM 部署流程。首先检查 VM 部署表单及其 VApp-template 路径；完成的标准应是最终用户可以从表单创建网络，并在不出现所报告故障的情况下部署 VM。
