**SUMMARY**

Improve the vm deployment form when deploying a Vapp template

Steps to reproduce the issue

1. Register a vapp template > select Read Vm Settings from OVA

2. Make sure there are no available networks

3. Deploy a vm from the selected vapp template

4. Currently, if there are no available networks, End user cannot create a network from the vm deployment form ,

5. The vm deployment fails and the following exception is given
