docker apache/cloudstack-simulator missing 4.22.1.0

We use cloudstack simulator for various projects related to testing (e.g. cs from pypi) from docker hub but it seems the latest LTS was not updated

### What to do about it?

How can we ensure latest releases are build for cloudstack simulator docker builds.

檢視開放的 PR #13814 以及 Docker Hub 上的 4.22 標籤，然後找出現有的 CloudStack 模擬器映像檔建置入口點，以及 release 標籤的產生方式。當 4.22.1.0 模擬器映像檔完成建置並發布，且相關的建置檢查通過時，即表示完成。
