docker apache/cloudstack-simulator missing 4.22.1.0

We use cloudstack simulator for various projects related to testing (e.g. cs from pypi) from docker hub but it seems the latest LTS was not updated

### What to do about it?

How can we ensure latest releases are build for cloudstack simulator docker builds.

检查开放的 PR #13814 以及 Docker Hub 上的 4.22 标签，然后确定现有的 CloudStack 模拟器镜像构建入口点，以及 release 标签的生成方式。当 4.22.1.0 模拟器镜像构建并发布，且相关的构建检查通过时，即表示完成。
