### The steps to reproduce the bug

1. On the kvm host make sure the efi packages (apt install swtpm qemu-efi-aarch64)

2. Create a uefi properties file

4. Launch a vm select the boot mode as UEFI and secure

Boot into BIOS and LEGACY

VM boots , verify

On the kvm host dumpxml of the vm

### What to do about it?

Cloudstack should BOOT mode UEFI and secure on kvm arm64 hosts

從 /etc/cloudstack/agent/uefi.properties 中的 UEFI 設定以及回報「No PCI buses available.」的 agent.log 項目開始。將由 dumpxml 產生的 VM XML（包括其 loader 和 NVRAM 項目）與失敗的 UEFI 案例和正常運作的 legacy 案例進行比較。當 VM 能在 ARM64 KVM 主機上以 UEFI 和 secure mode 啟動，且 /sys/firmware/efi 存在時，即表示完成。
