Add the ability to change storage server IP addresses with the API and in the UI

In the event of broken storage it is not trivial to change to a backup storage server without changing the IP in the database. The ability to change a primary or secondary storage servers IP should be added. In my use case I would have backup storage servers that have a mirror of everything necessary to get back up and running on a different IP address.

Start with the linked discussion and trace the existing storage-server API and UI entry points for primary and secondary storage. Define completion as allowing their IP addresses to be changed to backup-server addresses without direct database edits, covering the broken-storage recovery use case.
