Password not showing when creating a VM in a powered off state.

### problem

When we create a virtual machine from a template with the password enabled, and we disable the “Start Instance” switch during creation, the password message does not appear after creation.

### The steps to reproduce the bug

1. Go to Instances and press Add Instance button
2. Choose password enabled template
3. Turn off "Start Instance" switcher
4. Press Create Instance button

### What to do about it?

Users expect the password to be shown when creating a virtual machine, regardless of whether it’s powered on or off during creation. The current behavior, where the password is not displayed when the VM is powered off, is confusing.

まずクローズされた pull request #10720 を確認し、その後、「Start Instance」が無効になっているパスワード有効化済みのテンプレートからインスタンスを作成して問題を再現します。作成後に、新しい VM が電源オンで起動する場合でも電源オフのままになる場合でも、パスワードメッセージが表示されれば完了です。
