Description

### problem

When we create a virtual machine from a template with the password enabled, and we disable the “Start Instance” switch during creation, the password message does not appear after creation.

### versions

ACS 4.19.1.3
Ubuntu 24.04.1
KVM

### The steps to reproduce the bug

1. Go to Instances and press Add Instance button
2. Choose password enabled template
3. Turn off "Start Instance" switcher
4. Press Create Instance button
...

### What to do about it?

Users expect the password to be shown when creating a virtual machine, regardless of whether it’s powered on or off during creation. The current behavior, where the password is not displayed when the VM is powered off, is confusing.

Review closed pull request #10720 first, then reproduce the issue by creating an instance from a password-enabled template with “Start Instance” disabled. Done means the password message is shown after creation whether the new VM starts powered on or remains powered off.
