[CI][Java] Sporadic failure in {{testDirectReservationListener}}

I am seeing the following failure on a JNI build on an unrelated PR:

Start with TestReservationListener.testDirectReservationListener at line 58 and reproduce the reported failure in a JNI build. Compare the expected 8194 with the observed 8193 and trace the test's reservation-listener behavior until the sporadic result is explained; done means the test no longer fails spuriously.
