[Java][JNI][Windows]: Enable support for Gandiva build artifacts on Windows OS

### Describe the enhancement requested

Enable support for Gandiva build artifacts on Windows OS.

This is the current error message if we try to build Gandiva artifacts on Windows OS environment:

Bắt đầu bằng cách tái hiện quá trình build artifact Gandiva trên Windows và kiểm tra cmake_modules/FindLLVMAlt.cmake cùng src/gandiva/CMakeLists.txt, nơi việc tra cứu LLVMAlt được báo cáo là thất bại. So sánh cấu hình Windows với thiết lập build hiện có. Công việc được xem là hoàn tất khi có thể tạo thành công các build artifact của Gandiva trên Windows mà không gặp lỗi thiếu LLVMAlt đã được báo cáo.
