[Java][JNI][Windows]: Enable support for Gandiva build artifacts on Windows OS

### Describe the enhancement requested

Enable support for Gandiva build artifacts on Windows OS.

This is the current error message if we try to build Gandiva artifacts on Windows OS environment:

首先复现 Windows 上的 Gandiva 构建产物构建，并检查 cmake_modules/FindLLVMAlt.cmake 和 src/gandiva/CMakeLists.txt，报告的 LLVMAlt 查找失败发生在这里。将 Windows 配置与现有构建设置进行比较。当能够在 Windows 上成功生成 Gandiva 构建产物，且不再出现报告的缺少 LLVMAlt 的失败时，即表示完成。
