Unable to edit or delete tag as admin

## Describe the bug

Just started playing around with Answer, and as an Admin user created a tag, which I cannot subsequently modify or delete. Wondering if this is a defect, or I am doing something wrong:


### To Reproduce

Steps to reproduce the behavior:

1. Go to tags
2. Create a new tag
3. Navigate to tags screen and select a tag (or select previously existing tag)
4. No options appear to be available to delete/edit the tag even if logged in as admin user.

### Expected behavior

The options to modify/delete tag should be shown:

- Device: Desktop
- OS: MacOS, running inside Docker
- Browser and version: Firefox/Safari, latest
- Version: 1.4.2

Tags画面から開始し、管理者アカウントを使って問題を再現します。タグを作成して再度開き、編集と削除のアクションが表示されるか確認します。その画面からタグ管理と管理者権限のエントリーポイントを追跡します。既存のタグに対して管理者が両方のアクションを表示して使用でき、その動作が関連するテストでカバーされていれば完了です。
