[BUG] Claude in Chrome: "Could not verify this site's safety category" blocks all sites, including claude.ai (persists after reinstall)

### What's Wrong?

Seit ca. einer Woche blockiert Claude in Chrome jede Navigation mit:

"Could not verify this site's safety category. Blocking as a precaution — try again in a moment."

Betroffen sind nicht einzelne Domains, sondern ausnahmslos alle Seiten, inklusive claude.ai selbst. Der Browser ist laut "verbundene Browser"-Liste korrekt verbunden, die Navigation wird aber serverseitig verweigert.

Bereits versucht:

Extension mehrfach neu verbunden
Chrome komplett neu installiert → gleicher Fehler bleibt bestehen
Mehrere Retries über mehrere Tage hinweg

Zusätzlicher Fehler im Chat-Panel:
Im Extension-Panel selbst erscheint teilweise: "x-api-key header is required" — deutet evtl. auf ein Auth-Problem hin.

Umgebung:

Cowork (Claude Desktop), macOS
Plan: Pro (Einzelkonto, kein Team/Enterprise, keine Admin-Blockliste möglich)
Problem besteht seit: ca. 1 Woche

Normale Navigation wie zuvor, kein pauschales Blocken aller Domains.

Start by comparing related issues #40173 and #41034, then reproduce the failure in Claude in Chrome on macOS, including the intermittent safety-category block and the extension panel's “x-api-key header is required” message. Done means navigation works normally for all sites, including claude.ai, without the server-side block.
