Description

### Context
The GA4 Measurement Protocol `api_secret` is currently sourced from `local.properties` (`ANALYTICS_API_KEY`) or the `ANALYTICS_API_KEY` env var, with a `DUMMY_API_XXX` fallback so contributor builds compile.
