bug(mat-tab-group): empty space in tab-group after last tab deletion

### Description

In certain conditions when removing tab the blank space remains.

Can be reproduced on angular components demo page: https://material.angular.io/components/tabs/examples#tab-group-dynamic

Steps to reproduce:
1. Create many tabs, paggination buttons must be visible
2. Scroll to the last tab
3. Delete it

### Expected Behavior

Deleted tab disappears and whole tab grup is scrolled to fill blank space

### Actual Behavior

Deleted tab disappears blank space remains.
