bug(table): Table with sticky header 'jumping'

### Description

When scrolling, a table with a sticky header "jumps" if you add an element that has a absolute position. For example, if you display the tooltip and scroll, then the sticky header will change position for a short time.
This is also true with the mat-progress-bar element.

Inizia con la riproduzione collegata di StackBlitz e conferma il salto dello sticky-header durante lo scorrimento quando è presente il tooltip o la mat-progress-bar. Poi esamina l’implementazione dello sticky-header della tabella e i test correlati nel Angular components repository. Il lavoro è completato quando l’intestazione rimane stabile durante lo scorrimento mentre è presente un altro elemento posizionato in modo assoluto.
