`urlRoot` in `karma.conf.js` can't be set to anything other than the default `/`

### Description

Can't set `urlRoot` in `karma.conf.js` to anything other than "/" because:

> Angular CLI uses custom context file, which leads to this bug. It adds ``, which forces context.html to request http://localhost:9876/context.js instead of http://localhost:9876/karma/context.js.

## 🔬 Minimal Reproduction

Run `ng test` with a `karma.conf.js` that contains a `urlRoot` set to anything but `/`:

urlRoot: "newBase"
}

```

## 🔥 Exception or Error

The error that is logged is the following:

Bắt đầu với karma.conf.js và điểm vào ng test, sử dụng cấu hình urlRoot được hiển thị để tái hiện lỗi. Theo dõi cách tệp context tùy chỉnh phân giải context.js khi urlRoot được đặt thành newBase, rồi so sánh với đường dẫn /karma/context.js dự kiến. Hoàn tất khi lần chạy kiểm thử yêu cầu script context dưới urlRoot đã cấu hình mà không gặp 404.
