Base libs and apps settings in angular.json

### Description
We have many libs and apps in our monorepo. The problem is that most settings for libs in angular.json are identical, same for apps. We have few thousand lines of code in our angular.json, but it could be greatly reduced if we have base settings which can be overrided.

### Describe the solution you'd like
Add base settings for all libs/apps in angular.json which can be overrided by app or lib itself.

angular.json から始め、ライブラリとアプリケーションで繰り返されている設定を比較します。共有する基底設定をどのように表現し、上書きするかを定義し、そのうえで設定が引き続き有効であり、アプリケーションとライブラリの両方に対して意図した設定が生成されることを確認します。
