creating apis does not work via cli command

`aio rt:api:create /base-1 /relative-1 get generic --response-type http`

Even after waiting 5 mins, the URL results in a 404.
The URL should be in the form https://adobeioruntime.net/apis/YOUR_NAMESPACE/base-1/relative-1

Deploying the same api via `app.config.yaml` works:

重现 `aio rt:api:create /base-1 /relative-1 get generic --response-type http`，并将其结果与正常工作的 `app.config.yaml` 部署进行比较。跟踪 CLI API 创建入口，以确定预期的 URL `/apis/YOUR_NAMESPACE/base-1/relative-1` 返回 404 的原因；当 CLI 创建的 URL 能够成功解析时即表示完成。
