asyncpg does not install with python 3.12-dev

[uvloop](https://github.com/magicstack/uvloop)?**: I do not know.

Python 3.12, under development, seems to have changed a structure:

Beginne mit dem verlinkten GitHub-CI-Trace und der fehlschlagenden generierten Datei asyncpg/pgproto/pgproto.c, und reproduziere die Installation mit Python 3.12-dev. Untersuche den gemeldeten PyLongObject ob_digit-Kompilierungsfehler und verifiziere, dass asyncpg unter dieser Python-Version ohne den gemeldeten Build-Fehler erfolgreich installiert wird.
