Create a button to request housing points

Instead of the Evals director sending out a google form or manually handing out points, allow each member to just press a button in conditional during a period defined by the evals director simular to the "become active" button

conditional にある既存の「become active」ボタンのフローを確認し、Evals director が現在どのように評価期間を定義し、ポイントを付与しているかを特定してください。メンバー向けの housing-points リクエストボタンを実装し、設定された期間中のみ利用できるようにしたうえで、有効なリクエストによって Google Form や手動対応を必要とせずにポイントが付与されることを検証してください。
