Create a button to request housing points

Instead of the Evals director sending out a google form or manually handing out points, allow each member to just press a button in conditional during a period defined by the evals director simular to the "become active" button

Review the existing "become active" button flow in conditional and identify how the Evals director currently defines evaluation periods and awards points. Implement a member-facing housing-points request button that is available only during the configured period, then verify that a valid request awards the points without requiring a Google Form or manual handling.
