[Rule 1007] RemovedClientParameter rule should account for moved parameter

In case of the parameter that was marked as `x-ms-parameter-location: method` and then moved into the operation's parameters section should not report the breaking changes as this may not alter the generated SDK.

Rule 1007, RemovedClientParameter の実装から始め、メソッドスコープから operation に移動されたパラメーターをルールがどのように評価するかを追跡します。利用可能であれば、ルールの既存のテストまたは comparison fixtures を確認します。この移動によって breaking-change report が生成されなくなり、他の削除されたパラメーターのケースでは現在の動作が維持されれば完了です。
