[Bug]: DataApiBuilder.Service.Tests.Configuration::ConfigurationTests concurrency issues - failures

### What happened?

A bug happened!

Looks like possible recent update causes tests to fail after subsequent runs. Seems to resolve (mostly) after cleaning the solution which indicates that a test is not properly cleaning up after itself and pollutes other tests.
