Bump azure-storage-queue to 12.0.0 and update docs

The `azure-storage-queue` module was bumped to 12.0.0 (from 2.1.0) yesterday ([pypi history](https://pypi.org/project/azure-storage-queue/#history)). The changes are not backwards compatible. This repo should be updated to reflect the new changes. Additionally, most of the documentation and tutorials on doc.microsoft.com is now out of date and there is no reference to which version of the API the tutorial is for. For example, [this tutorial](https://docs.microsoft.com/en-us/azure/storage/queues/storage-python-how-to-use-queue-storage) doesn't reference the version and doesn't work anymore.

Start by reviewing the azure-storage-queue 12.0.0 changes in the linked PyPI history and comparing them with this repository's current usage. Audit the linked queue-storage tutorial and related documentation for version references; done means the repository and documentation reflect the non-backwards-compatible API and identify the applicable version.
