Http proxy parameters not detected in french version of Win 10

### Minimal steps to reproduce
> When using this script in a non english system, the winHttp proxy settings are not recognised.
> The script is trying to search the string `Proxy Bypass List :`, but the system respond with `Serveur(s) proxy :`

### Expected/desired behavior
> Execute the `netsh winhttp show proxy`command in english context.

Xác định script PowerShell chạy `netsh winhttp show proxy` và phát hiện văn bản `Proxy Bypass List :`. So sánh việc phân tích của script với đầu ra tiếng Pháp được hiển thị trong issue; được xem là hoàn thành khi các tham số proxy được nhận diện trên Windows 10 bằng tiếng Pháp và hành vi tiếng Anh hiện có vẫn được giữ nguyên.
