text-align: justify adds space after hyphen in hyphen separated words

When using text-align: justify there is a space is after the hyphen in hyphen separated words. This is only a visual artifact as there is no space there (can be confirmed by copying and pasting the text into another application).

For example, non-public business looks like non- public business.
