text-align: justify adds space after hyphen in hyphen separated words

When using text-align: justify there is a space is after the hyphen in hyphen separated words. This is only a visual artifact as there is no space there (can be confirmed by copying and pasting the text into another application).

For example, non-public business looks like non- public business.

Reproduce the issue with text-align: justify and the text “non-public business,” then compare the rendered result with copied text. Trace the HTML rendering and text-layout entry points to find where spacing around hyphen-separated words is calculated. Done means the visual gap after the hyphen is gone while justified text still renders correctly.
