System.ArgumentOutOfRangeException

Start with the PSReadLine call path shown in the report: CancelLine, ForceRender, and ReallyRender, focusing on the System.ConsolePal.SetCursorPosition call that receives top=70 for a buffer height of 70. Reproduce the Ctrl+C scenario if possible, then verify that cancelling and rendering do not raise an ArgumentOutOfRangeException when the cursor reaches the buffer boundary.
