Exception on Windows when running `Ctrl+R`

Reproduce the Windows Terminal failure with Ctrl+R using the reported PowerShell and PSReadLine versions. Start with UpdateHistoryDuringInteractiveSearch, InteractiveHistorySearchLoop, CalculateWhereAndWhat, and ReallyRender from the stack trace. Done means reverse history search no longer raises an ArgumentOutOfRangeException when the console buffer is 252 by 67.

Prerequisites

• Write a descriptive title.
• Make sure you are able to repro it on the latest released version
• Search the existing issues, especially the pinned issues.
