Bug: (windows/wsl/socket-dind) Devcontainers docker-outside-of-docker ConnectionRefusedError: [Errno 111] Connection refused

Main code exists inside a devcontainer. The host machine (windows) docker is mounted into the container to enable docker-outside-of-docker.

Expected the tests to run.
