[RFC]: Add `@stdlib/random/strided/logistic`

### Description

This RFC proposes adding support for filling a strided array with pseudorandom numbers drawn from a logistic distribution. This is the strided interface analog of `@stdlib/random/base/logistic`.

Package: `@stdlib/random/strided/logistic`
Alias: `logistic`
