[RFC]: Add `@stdlib/random/strided/laplace`

### Description

This RFC proposes adding support for filling a strided array with pseudorandom numbers drawn from a Laplace distribution. This is the strided interface analog of `@stdlib/random/base/laplace`.

Start by comparing the proposed @stdlib/random/strided/laplace package with @stdlib/random/strided/beta, then consult the existing @stdlib/random/base/laplace implementation for the underlying distribution API. Done means the new strided package fills an array with Laplace-distributed pseudorandom numbers and follows the analogous package design.
