Start by reproducing `node-gyp build` on Windows 11 with Node.js v22.9.0 in the `@stdlib/math/base/special/bernoullif` package, focusing on the generated `build/addon.vcxproj` and the reported missing `m.lib`. Done means the build completes without the LNK1181 error and produces the expected `.node` file.
