## Description

> Description of the feature request.

This RFC proposes adding support for computing the cumulative minimum value of a single-precision floating-point strided array ignoring `NaN` values. This would be a lower-level strided interface which includes a native C implementation and has the following package name:

Package: `@stdlib/stats/strided/snancumin`

調査の方向性

The requested entry point is the package @stdlib/stats/strided/snancumin, which should include a native C implementation. Start by examining analogous strided statistics packages in the repository; done means computing cumulative minimums for single-precision strided arrays while ignoring NaN values.
