RFC: add the studentized range distribution

## Description

This RFC proposes adding the [studentized range distribution](https://en.wikipedia.org/wiki/Studentized_range_distribution). Similar to other distribution namespaces, adding support for the studentized range distribution would entail a family of packages for evaluating the PDF and CDF.

Start by reviewing the existing distribution namespaces under lib/node_modules/@stdlib/stats/base/dists and the R Tukey reference implementation linked in the issue. Define the studentized-range package family consistently with neighboring distributions, including PDF and CDF support.
