RFC: add the studentized range distribution

## Description

This RFC proposes adding the [studentized range distribution](https://en.wikipedia.org/wiki/Studentized_range_distribution). Similar to other distribution namespaces, adding support for the studentized range distribution would entail a family of packages for evaluating the PDF and CDF.
