RFC: add the Gilbrat distribution

## Description

This RFC proposes adding the [Gilbrat distribution](https://docs.scipy.org/doc/scipy-0.18.1/reference/tutorial/stats/continuous_gilbrat.html). Similar to other distribution namespaces, adding support for the Gilbrat distribution would entail a family of packages for evaluating the PDF, CDF, quantile function, mean, median, etc.
