Define Alerts to Terminate Runs if System Unhealthy

Problem Statement

To prevent loss of data if the system has low disk space during a run, or very low memory, Simvue should by default throw an alert which then terminates the run ensuring data is uploaded in advance of the system then crashing.

Solution

Add two new pre-defined alerts to the simvue.run.Run class based on metrics gathered on system status.
