cannot read lifecycle mapping metatdata when opening a java project in vscode

Cannot read lifecycle mapping metadata for artifact org.codehaus.mojo:native2ascii-maven-plugin:maven-plugin:2.0.1:runtime Cause: UTF-8 BOM plus xml decl of ISO-8859-1 is incompatible (position: START_DOCUMENT seen <?xml version="1.0" encoding="ISO-8859-1"... @1:42)

When opening the project, this error blocks VSCode from successfully load the project setting, which make the project unable to run and debug

the plugin used in root pom.xml:

Bắt đầu với root pom.xml và cấu hình native2ascii-maven-plugin của nó, sau đó tái hiện lỗi bằng cách mở Java project trong VS Code. Hoàn tất khi metadata ánh xạ lifecycle được tải mà không gặp lỗi UTF-8 BOM và XML ISO-8859-1, đồng thời project có thể chạy và debug thành công.
