ScrollView doesn't scroll up on new line in TextInput

Description

When an auto-growing multiline TextInput inside a ScrollView gets a new line, the ScrollView is not scrolled up. Only after inserting another new line or a character the ScrollView scrolls to the appropriate position

Steps to reproduce

1. Install the repro with npm install
2. npm run ios
3. Start typing text with each character in the new line

まず npm install と npm run ios を使って必須の再現手順を実行し、その後、最初の改行に関係する iOS Fabric TextInput と ScrollView の挙動を追跡します。自動的に高さが拡張される複数行 TextInput によって、周囲の ScrollView が新しい行に入った直後に適切な位置までスクロールし、別の文字や改行を必要としなければ完了です。
