[Strict TS API] NativeSyntheticEvent doesn't match BaseSyntheticEvent

Description

My team uses unified codebase that share web and native code, so that is why a BaseSyntheticEvent event was used here.

Start with the TextInput onSubmitEditing type and the NativeSyntheticEvent definition used by React Native 0.87. Reproduce the strict TypeScript assignment from the issue, then compare it with React's BaseSyntheticEvent typing. Done means the reported handler is compatible without weakening the relevant event types, with a regression check for the shown example.
