Refresh haptics is broken after RefreshControl remount

Description

Refresh haptics is broken after RefreshControl remount.
Disabling view recycling for RCTPullToRefreshViewComponentView fixes the issue.

Steps to reproduce

1. Run the repro project on a physical device
2. Refresh - haptics works
3. Click remount
4. Refresh again - haptics gone

Chạy reproducer bắt buộc trên thiết bị iOS vật lý và xác nhận rằng haptics dừng sau khi remount RefreshControl. Sau đó kiểm tra RCTPullToRefreshViewComponentView và hành vi tái sử dụng view của nó trong triển khai Fabric. Hoàn tất có nghĩa là haptics hoạt động cả trước và sau khi component được remount.
