`ScrollView` handles gestures while `PanResponder` is active

Description

Coming from react-native@0.73.x without new architecture the ScrollView was locked when the PanResponder was handling the drag interactions. Now in the latest react-native version (0.79.x) the ScrollView scrolls while the PanResponder is active.

Steps to reproduce

1. In a ScrollView add a View with PanResponder.handlers
2. Drag the View

Commencez par le reproducer obligatoire et reproduisez le comportement d’iOS à l’aide de la configuration React Native 0.79.3 indiquée. Suivez l’interaction entre ScrollView et PanResponder pendant le glissement, en la comparant au comportement signalé avec 0.73.x. Le travail est terminé lorsque ScrollView reste verrouillé pendant que PanResponder gère le geste, avec un test de régression couvrant ce cas.
