android onScrollEndDrag throttled by scrollEventThrottle

Description

on android, onScrollEndDrag can be prevented by a non-zero scrollEventThrottle value.

Steps to reproduce

• using below code, scroll/fling with any kind of velocity and notice the onScrollEndDrag message is not logged.
• repeat without flinging/no velocity (hold same scroll position for >250ms before releasing), notice the onScrollEndDrag message is logged.

Commencez par reproduire le problème avec le reproducer Android de scroll-throttle lié et l’exemple FlatList, en comparant le comportement avec et sans fling. Suivez ensuite la gestion Android de onScrollEndDrag par React Native, en parallèle de scrollEventThrottle, puis ajoutez une couverture de régression pour les deux cas. Le travail est terminé lorsque le callback est distribué de manière cohérente lorsqu’un throttle non nul est configuré.
