android onScrollEndDrag throttled by scrollEventThrottle

Description

on android, onScrollEndDrag can be prevented by a non-zero scrollEventThrottle value.

Steps to reproduce

• using below code, scroll/fling with any kind of velocity and notice the onScrollEndDrag message is not logged.
• repeat without flinging/no velocity (hold same scroll position for >250ms before releasing), notice the onScrollEndDrag message is logged.

Empieza reproduciendo el problema con el reproducer de Android de scroll-throttle enlazado y el ejemplo de FlatList, comparando el comportamiento con fling y sin fling. Traza el manejo de Android de React Native de onScrollEndDrag junto con scrollEventThrottle y añade después cobertura de regresión para ambos casos. Se considera terminado cuando el callback se entrega de forma consistente al configurar un throttle distinto de cero.
