Add support for 'post type-checking' hooks

I am opening this feature request as requested on gitter by @ilevkivskyi .
Currently mypy supports hooks for bases, decorators and metalcass, such as get_class_decorator_hook, etc. However those are called after semantic analysis and before type checking. It would be useful to support the same set of hooks to be called after type checking.

まず、既存の get_class_decorator_hook と、意味解析および型チェック周辺にある base、decorator、metaclass hook の関連する処理を読みます。型チェック後のフェーズで同じ hook セットを呼び出せる場所を特定します。型チェック後にそれらの hook がサポートされ、既存の hook と一貫した動作になることが完了条件です。
