Windows builds fail when no version of Python is present

When building python 3.11.0 on windows, if no version of python already exists, the build fails due to apparently malformed nuget commands.

Revise primeiro a etapa PCbuild FindPythonForBuild e a saída registrada do NuGet. Reproduza um build do Windows sem uma instalação pré-existente do Python e, em seguida, rastreie por que a saída do comando baixado se torna o valor de PythonForBuild. Está concluído quando o build prossegue sem tratar 'Downloading' como um comando.
