Windows builds fail when no version of Python is present

When building python 3.11.0 on windows, if no version of python already exists, the build fails due to apparently malformed nuget commands.

Then, later:

Esamina prima il passaggio PCbuild FindPythonForBuild e l'output NuGet registrato. Riproduci una compilazione Windows senza un'installazione di Python preesistente, quindi traccia il motivo per cui l'output del comando scaricato diventa il valore di PythonForBuild. Il lavoro è completato quando la compilazione procede senza trattare 'Downloading' come un comando.
